Introduction to the Racing and Wagering Commission
The Northern Territory (NT) Racing and Wagering Commission is established under the Racing and Wagering Act 2024.
Under section 3, the purpose of the Act is to:
- promote probity, integrity and fairness in the racing and wagering industries and among its participants;
- establish a fair and efficient system of governance over the racing and wagering industries that:
- protects the public interest and
- limits opportunities for crime and dishonesty and
- promotes the efficient development of those industries and
- requires the payment of taxes and levies
- protect the welfare of animals in the racing industry
- protect the public from adverse impacts of unsafe wagering, through consumer protection and harm minimisation measures
- provide a fair and efficient mechanism for the resolution of complaints arising from racing or wagering.
The commission also conducts investigations into the operation of wagering operators and deals with complaints.

Powers and functions
The commission's powers and functions are set out under sections 16 and 17 of the Act.
The commission conducts investigations into the operation of wagering operators and deals with complaints between punters and wagering operators.
Members
The commission consists of 6 members, including a chair and deputy chair, with all members appointed by the minister. Members are selected for their knowledge and experience of the racing or wagering industry in the Territory. The chair, deputy chair and at least one other member must be a legal practitioner.

Note: The close-off period for matters to be tabled is 2 weeks before the meeting date. Notification of decisions are subject to settlement of the meeting minutes. Notifications should be available one week after the scheduled date.
Given the nature of wagering complaints, it is not possible to provide a timeframe in which a matter will be finalised. At times, receiving a written determination may take 12 to 24 months from the date of lodgement.
