Racing NT Board
Racing NT Limited will be approved, under the Racing and Wagering Act 2024 (the Act), as the Race Control Body (RCB) for thoroughbred and greyhound racing in the Northern Territory (NT) and will commence operations in late 2026.
Nominations are now being sought for appointment of directors, including the chair, of Racing NT.
Specific functions and powers of Racing NT, as the approved RCB, are contained in Sections 47 and 48 of the Act. The Racing and Wagering Act 2024 (Racing and Wagering Act 2024)
Racing NT will, ultimately, be responsible for ensuring the NT racing industry is compliant, transparent, cohesive and commercially sustainable. Racing NT directors, therefore, will play a critical role in the strategic planning, management, administration and success of the NT racing industry.

Core responsibilities of Racing NT directors
- Industry Governance: Overseeing the management, regulation, and promotion of thoroughbred and greyhound racing in the NT.
- Strategic Leadership: Providing overall direction and developing effective long-term strategies, policies and business plans.
- Financial Oversight: Monitoring financial performance, adopting budgets, and implementing effective risk management frameworks.
- Regulatory and Integrity Management: Ensuring compliance with the Act, managing the Rules of Racing, and promoting and maintaining high standards in relation to regulatory and integrity services.
- Animal Welfare: Developing and managing strategic policies and programs for thoroughbred and greyhound welfare.
- Commercial Growth: Identifying and developing non-government revenue sources to secure the sustainability and improve the capability and capacity of NT race clubs and the industry more generally.
- Stakeholder Engagement: Building effective relationships with clubs, participants, government, wagering service providers and sponsors.
- CEO Management: Appointing, supporting, and evaluating the performance of the Chief Executive Officer of Racing NT.
Racing NT requires directors that provide a mix of competencies
- Experience as a non-executive director on for-profit and not-for-profit companies and/or associated incorporations;
- Strong board governance and board leadership capability;
- Senior executive leadership experience;
- Professional qualifications and experience in financial, legal, human resource, government relations, property development, hospitality, communications or marketing related roles;
- Proven commercial acumen and experience forming or overseeing commercial partnerships, particularly within consumer-facing organisations;
- Ability to provide strategic governance oversight and contribute to organisational performance through executive accountability; and
- Knowledge of the Australian racing industry, including an understanding of the complexities of racing clubs and their governance.
Eligibility requirements
To be a director of Racing NT, as a company limited by guarantee in Australia, individuals must meet specific eligibility requirements enforced by the Australian Securities and Investments Commission and the Australian Business Registry Services (ABRS), which are:
- Director Identification Number (Director ID): All directors must apply for a unique 15-digit director ID through the ABRS. This must be done before appointment for any director.
- Age requirement: A director must be at least 18 years old.
- No disqualification: A director must not be disqualified from managing corporations. This includes not being currently bankrupt or having convictions for criminal offences involving dishonesty (e.g., fraud).
- Consent to act: All directors must sign a written consent to act as a director, which the company must keep on record.
- Residential address: All directors must provide their current residential address, although there are limited circumstances for using an alternative address if personal safety is at risk.
Other eligibility requirements to be a director of Racing NT
- Race club involvement: The director must not have served on the board/committee, or been an employee, of an NT race club in the past 2 years (since 1 July 2024).
- Racing animal ownership: The director cannot have a financial interest in registered thoroughbreds or greyhounds in Australia. To be appointed, the person must divest themselves of such interests before taking up the director role.
The appointment of directors, including the chair, will be approved by the Minister for Racing. Racing NT directors will be expected to attend board meetings, that will likely be held a minimum four times per year, as well as key race meetings.
Board members will be remunerated on a quarterly basis with funding amounts determined by an independent remuneration panel. Other expenses incurred in carrying out approved duties as a Racing NT director will be paid in advance or reimbursed as required.
